General Description of Duties


NOTE TO INTERNAL APPLICANTS:  INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAYGRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED.

Under direction, the purpose of the position is to assist the Support Services Director in the planning, development, and supervision of the following departments: Inmate Records, Bonds & Dockets, Inmate Classification, Court Services, Inmate Programming and Community Corrections (Pretrial Release, Home Confinement, Drug Laboratory, and County Probation). 

This position supervises either the Bonds & Dockets and Court Services, Inmate Classification and Inmate Programs or Community Corrections, Pretrial Release and County Probation, as assigned. This position is responsible for ensuring compliance with all departmental policies, procedures, and regulatory requirements applicable to the work.  Employees in this classification perform at middle management level. Objective is to direct safe, efficient, and effective inmate services which encourages development and addresses specific needs of the inmate population, ensuring efficient, timely, and accurate inmate processing and records and ensuring public safety and rehabilitation efforts through Community Corrections.

Essential Job Functions

  • Provides oversight of the supervision and coordination of all phases of inmate classification and case management, including educational and vocational programming.
  • Provides oversight of inmate records management and inmate processing functions, including intake, release, and court services.
  • Provides oversight of all phases of pretrial release operations, including eligibility criteria, recommendations, administrative release determinations, and community-based pretrial supervision, while supporting public safety and rehabilitation through probation supervision.
  • Assists in planning, organizing, and implementing program policies and procedures; supports the Manager or Captain in coordinating and integrating activities to achieve established goals and objectives.
  • Assists the Manager or Captain with staff professional development; supervises, trains, coordinates, mentors, and evaluates staff; fosters accountability, creativity, and motivation across assigned divisions.
  • Monitors compliance with departmental policies, procedures, and regulatory requirements, including FCAC and FMJS standards, FDLE requirements, and applicable Administrative Orders.
  • Ensures program evaluations are completed and outcome measures are properly documented and maintained.
  • Ensures risk and needs assessments are conducted efficiently and accurately, and that inmate reentry plans are completed in accordance with policy.
  • Develops, maintains, and analyzes statistical reports to evaluate program participation, effectiveness, and performance; manages critical records and prepares required documentation.
  • Acts as a liaison with external agencies, including the Clerk of Court and Judiciary.
  • Monitors staffing levels to ensure adequate coverage in assigned areas.
  • Verifies and approves the Field Training Officer (FTO) process for new hires, transfers, and promotions.
  • Assists with budget preparation and monitoring.
  • Manages and approves staff timecards and prepares weekly overtime reports.
  • Ensures inmate requests and grievances are addressed in accordance with policy and procedure.
  • Initiates staff discipline and recommends corrective or disciplinary actions for policy violations.
  • Provides supervisory coverage during the absence of supervisory staff and responds to after-hours issues as needed.
  • Supervises certified and non-certified personnel.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

MAY BE ASSIGNED TO OVERSEE AND/OR ASSIST IN THE FOLLOWING SPECIFIC FUNCTIONS:

PROGRAMS: 
  • Ensures inmates have access to educational and rehabilitative programming, including GED preparation/testing, substance abuse treatment, life skills, and reentry classes; monitors instructional activities and ensures accurate tracking of program participation and utilization.
  • Researches, develops, and implements new program initiatives; establishes goals, objectives, and operational procedures for new programs; identifies grant opportunities and assists in the preparation and submission of grant proposals and funding applications as directed.
  • Oversees risk and needs assessments, program eligibility criteria, curriculum compliance, and reentry planning for program participants.
  • Monitors program revenues, expenditures, and contractual agreements to ensure fiscal responsibility and compliance with funding and regulatory requirements.
  • Manages the review and processing of volunteer and contractor applications, ensuring adherence to established policies, procedures, and security standards.

COURTS:
  • Oversees court documentation from Initial Appearance, Video Arraignment, Video Pre-Trial, and Outside Court proceedings.
  • Supervises critical FCIC/NCIC teletypes with local and state agencies, personally managing complex or sensitive cases.
  • Performs complex administrative functions related to court documentation, including data entry into the Jail Management System, file audits in accordance with Operational Procedure 600.15, and authorization of court releases per established Release OP.

CLASSIFICATION:
  • Oversees inmate classification activities for inmates housed longer than 48 hours to ensure appropriate housing placement.
  • Oversees the Inmate Worker Program.
  • Participates in PREA victimization reviews and ensures compliance with PREA standards.
  • Ensures Confinement Review Committee meetings are conducted in accordance with policy.
  • Ensures Time-Serve releases and gain-time applications are processed accurately and audited periodically.

BONDS AND DOCKETS:
  • Oversees court document preparation for Initial Appearance and reviews releases under special circumstances to ensure accuracy and compliance.
  • Supervises FCIC/NCIC teletypes related to bonds and dockets.
  • Oversees correspondence from former inmates and ensures FCAC compliance.
  • Maintains and updates the Bail Bond Registry in accordance with policy.
  • Ensures victim notifications are completed in compliance with policy and procedure.

COMMUNITY CORRECTIONS:
  • Manages and supervises Probation, Pretrial Release, Home Confinement, and Electronic Monitoring programs in support of cost-effective alternatives to incarceration.
  • Ensures defendants are supervised in accordance with established policies and procedures.
  • Coordinates and meets with the Judiciary to promote collaboration and process improvement.
  • Serves as the Public Safety Coordinating Council (PSCC) Facilitator.
  • Ensures required reports, including the Annual Community Corrections Report and the Citizens’ Right to Know Report, are completed and submitted in compliance with Florida Statutes and applicable standards.
  • Responds to electronic monitoring violations and after-hours calls as needed.

Minimum Qualifications

Education: Bachelor’s Degree from an accredited college or university in Criminal Justice, Business Administration, Public Administration, or a closely related field.

Experience: Three (3) years of experience in Inmate Records, Bonds and Dockets, Inmate Programming, Inmate Classification, Probation, Pretrial Release, Criminal Courts and/or Community Corrections, to include at least two (2) years’ experience in a supervisory capacity. An equivalent combination of education, training, and/or experience may be considered.

Preferred: 

  • Leadership Training/Certification (i.e. National Jail Leadership Command Academy, Florida Senior Leadership Program, Valencia Public Leadership Program)
  • Field Training Officer Program Certification (40 Hour)

 Miscellaneous:
  • Must not have any discipline above a Written Reprimand in the last twelve (12) months.
  • Must possess and maintain a valid Florida Driver’s License.

Knowledge, Skills and Abilities

  • Ability to effectively manage and lead professional supervisory staff overseeing detention and correctional operations.
  • Ability to comprehend and follow written and verbal instructions, and to communicate information clearly, professionally, and effectively in both oral and written formats.
  • Knowledge of inmate population program development, coordination, and implementation; with the ability to identify and leverage local resources to establish and enhance rehabilitative programming.
  • Knowledge of community and social service resources relevant to the functional area of responsibility, including familiarity with organizations that provide educational speakers and structured programming.
  • Knowledge of applicable federal, state, and local laws, regulations, ordinances, and regulatory standards governing correctional operations.
  • Proficiency in reading, analyzing, and interpreting professional journals, technical procedures, policy manuals, and legal documentation.
  • Knowledge of evidence-based practices, risk and needs assessments, and current correctional methodologies and standards.
  • Strong understanding of correctional facility operations and the broader criminal justice system.
  • Ability to perform effectively under high-stress conditions; skilled in analytical observation and in objectively documenting and reporting routine, non-routine, emergency, and non-emergency incidents. Knowledge of safe First Aid methods, procedures, and best practices.
  • Skill in establishing and maintaining effective working relationships and communications with inmates, social service agencies, co-workers, department management, speakers, organizations, and specialists, and the general public.
