PURPOSE OF POSITION: To work cooperatively with all child care agencies and providers to provide a single Point of Entry for all families residing in Immokalee, Collier County. Perform School Readiness (SR) and VPK eligibility and enrollment including Temporary Assistance to Needy Families (TANF), Protective Service, and School Readiness Match Program enrollments. This position is funded through Naples Children’s Education Foundation (NCEF), ELC Southwest Florida, and RCMA. 

DUTIES AND RESPONSIBILITIES: 

   1Serves as a liaison between RCMA, ELC of Southwest Florida, and NCEF. 


  1. Coordinate, plan and execute Immokalee partnership meetings. Collect and provide enrollments and attendance data.


  1. Maintain child’s files and EFS mod database to comply with all funding contacts. Compile monthly rosters, reports and reimbursements for Immokalee area providers. 


  1. Coordinate SR and VPK eligibility, placement, redetermination, and approval with the Early Learning Coalition of Southwest Florida (ELC) and RCMA.


  1. Use the ELC’s priority list for all SR slot placements. Conduct the eligibility interviews and gather all required documentation (in accordance with the ELC’s SR eligibility manual) to establish the applicant’s eligibility for SR services. Maintain all original applicant files in the ELC approved format.


  1. Offer all applicants a phone referral to CCR&R Specialist for counseling on parental choice of all available child care programs. Ensure phone logs documenting such calls or form signed by applicant refusing service. CCR&R pamphlets and flyers, as required by the ELC, will be distributed to applicants.


  1. Hold re-certification interviews by appointment. Share appointment schedule with designated ELC of Southwest Florida staff by e-mail, by 12 p.m. the Friday prior to the appointments. Provide walk-in interviews when possible.


  1. Provide transfers to applicants if available. Zero balance letter and transfer form should be received, verified, and uploaded into EFS mod and updated certificate should be provided to the parent, to be given to the provider by close of same business day. 


  1. Assists parents with application process on parent EFS mod portal. Review, verify, and approve SR and VPK eligibility. In addition, manually maintain necessary document to complete file. Upload all SR, TANF, and Protective Services eligibility/enrollment paperwork and documentation to the ELC of Southwest Florida SharePoint. This should be completed daily by 5pm each business day to. Provide eligibility paper certificate to the parent, to be given to the provider by same business day. Maintain all original client files in the ELC approved format. 


  1. Assist with identifying specific areas where service improvement for the Immokalee community is needed. 


  1. Attend monthly staff meetings as requested by RCMA, ELC of Southwest Florida, and/or NCEF.


  1. Assists with RCMA SR eligibility as needed in the Immokalee area.

 

MANDATORY QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. These requirements listed below are representative of the knowledge, skill, and/or ability required. The individual must meet age, medical, moral character and any other requirements for childcare as required by Florida Statues. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Some overnight travels and weekends maybe necessary to complete the requirements. 


EDUCATION AND EXPERIENCE: High School Diploma or GED. Skill using computer, preferably experience with EFS.


DESIRED QUALIFICATIONS:

  1. Former Farmworker preferred.
  2. One year experience using the EFS system
  3. Basic typing skills and computer knowledge.
  4. Good mathematical skills.
  5. Ability to relate, work and communicate with adults form varying socioeconomic and ethnic backgrounds.
