Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s degree from an accredited institution in Business Administration, Supply Chain Management, or a related field.
  • Six years of professional experience in public procurement, purchasing, or contract management,
  • Experience leading the work of others by providing guidance and motivation while establishing goals and expectations of accountability.
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.
  • Experience and proficiency with procurement software systems.

PREFERRED QUALIFICATIONS

  • Master’s degree from an accredited institution in Business Administration, Supply Chain Management, or a related field.
  • Procurement experience in a K-12 public school setting.
  • Professional certification in at least one public purchasing area such as Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO).

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of state and federal laws, best practices and ethical standards related to public purchasing.
  • Knowledge of school district purchasing processes and educational funding sources.
  • Excellent negotiation strategies, creative contract techniques, contract administration, and problem solving skills
  • Strong interpersonal, verbal and written communication skills.
  • Ability to manage multiple projects, meet deadlines, and maintain detailed records.
  • Ability to work collaboratively and professionally with a diverse group of leaders, staff, and vendors.
  • Ability to think critically and creatively, have a high standard of integrity, and be motivated to incorporate best practices into the organizational structure.
  • Ability to process and handle confidential information with discretion.

Responsibilities

ESSENTIAL JOB FUNCTIONS

  • Oversee the day-to-day operations of the procurement function, including requisitions, purchase orders, bids, and contracts.
  • Ensure compliance with federal, state, and local procurement laws (e.g., EDGAR, 2 CFR Part 200), as well as district policies and procedures.
  • Assist in developing and administering procurement policies, procedures, templates, and training materials.
  • Lead or support the preparation, issuance, evaluation, and award of solicitations (RFPs, RFQs, ITBs).
  • Review and approve purchase requisitions, contracts, and vendor agreements for accuracy and compliance.
  • Negotiate terms, conditions, and pricing with vendors to ensure favorable contract terms for the district.
  • Monitor contract performance and coordinate with departments to resolve vendor issues or non-compliance.
  • Analyze purchasing data and market trends to identify cost-saving opportunities and improve efficiency.
  • Collaborate with Finance, Legal, and other departments on procurement planning and budget alignment.
  • Supervise and provide professional development to procurement staff.
  • Support internal and external audits related to purchasing activities.
